         大连危险品进口报关公司

      根据海关要求，大连大窑湾港进口危险品采取提前申报业务模式。即进口客户在船靠前提前报关、缴税，卸船时理货公司即时发送理货报告，海关系统接收到理货报告，并自动比对舱单数据无误后自动发送货物放行指令。具体测试计划如下，注1：托书上注明中英文品名、化学分子式、箱型、危险品级别（CLASS NO.）、联合国危险品编码( UN NO.)、货物包装、以及特殊要求，以方便申请舱位和危险品申报；

注2：非危险品：化工研究院做（货物运输条件鉴定书），确定为非危险品。 2、危险品：化工研究院做货物运输条件鉴定书，确定其危险性；

注3：非危险品按照船公司的要求换需提供非危保函；

注4：如果涉及到转运，需要向船公司确认中转港是否有限制。

一、时间

自2016年12月27日开始。

二、范围

通过大连港集装箱发展有限公司所属三家集装箱码头，即大连集装箱码头有限公司、大连港湾集装箱有限公司、大连国际集装箱有限公司进口的危险品。

三、操作流程

(一) 船代在船靠前完成向海关系统发送进口舱单、船舶抵港预报。

(二) 进口客户在船靠前完成纸面或电子报关，并缴纳税金。大连大窑湾海关受理业务。

(三) 船舶抵港时，船代向海关系统发送船舶抵港确报。

(四)公司在货物卸船时进行理货，并即时将理货报告发送至海关系统。

(五)海关系统自动比对进口舱单数据和理货数据，无误后发送货物放行指令。

(六)放行后的危险品集装箱，由上述三家码头公司安排疏港及后续业务操作。
