香皂进口报检流程大致可分为：

报检申请（报检人提供外贸合同、发票、提单、装箱单、信用证等单证；实施安全质量许可、卫生检疫注册的应提交有关证明文件复印件，并在报检单上注名文件号）；报检（将申请的相关信息录入CIQ2000系统，并将相关单证递交检验检疫局检务部门受理）；施检部门施检（施检部门接受单据、确认、检验、结果登记、拟制证稿、审核签字）；签发证书（检务部门对施检部门拟稿审核，并签发证书）。

入境货物的检验检疫工作程序可以分为：申请报检、受理报检、办理通关、实施检验检疫、放行

1）法定检验检疫入境货物的货主或其代理人首先向卸货口岸或到达站的出入境检验检疫机构申请报检。

3）对来自疫区的、可能传播传染病、动植物疫情的入境货物交通工具或运输包装实施必要的检疫、消毒、卫生除害处理后，签发《入境货物通关单》（入境废物、活动物等除外）供报检人办理海关的通关手续；

4）货物通关后，入境货物的货主或其代理人需在检验检疫机构规定的时间和地点到*的检验检疫机构联系对货物实施检验检疫。

5）经检验检疫合格的入境货物签发《入境货物检验检疫证明》放行，经检验检疫不合格的货物签发检验检疫处理通知书，需要索赔的签发检验检疫证书。

二、香皂进口报关流程注意事项

1：香皂进口是和化妆品进口一样吗？是不是需要办理化妆品批文啊？为什么其他代理公司说香皂进口前是需要先办理化妆品批文的呢？相信这些是大多数进口商的疑问或是想要明白的几点，根据我司操作香皂手工皂的经验和案例来回答以上疑问难点。
