二．关于进口旧机电产品备案国家相关法令：

根据国家质检总局37、53号令及相关文件的要求，进口旧机电产品的检验监督管理工作包括备案、装运前检验、到货检验、监督管理四个环节。进口旧机电备案是工作程序中的第一步，自2003年5月1日起，进口旧机电产品需要备案，收货人或其代理人向直属检验检疫局提出申请，由国家质检总局或直属检验检疫局按规定进行审核，办理备案手续，签发相关证书，具体规定见相关文件。

申请必须提供的材料为1-3项：
