代理人向海关申报时，须填写并向海关提交进出口货物报关单。那么关于报关单填报中的启运国（地区）和运抵国（地区）你了解多少呢？如何准确填写才能做到高效、快速通关呢？

他们的定义是什么？

启运国（地区）是指进口货物起始发出直接运抵我国的国家或地区，或者在运输中转国（地区）未发生任何商业性交易的情况下运抵我国的国家或地区。

运抵国（地区）是指出口货物离开我国关境直接运抵的国家或地区，或者在运输中转国（地区）未发生任何商业性交易的情况下较后运抵的国家或地区。

例如：上海某进出口公司与日本某公司签约，进口100台日本二手工业机器人从日本某港口起云，经中国香港中转运抵中国境内。进口报关单“启运国（地区）”、“原产国（地区）”均应为日本。发生运输中转并发生了商业性交易的货物其中转地为启运国（地区）或运抵国（地区）。可通过发票等商业单证来判断货物中转时是否发生了买卖关系。

例如：深圳某公司与中国香港某公司签约，出口1万台二手焊接机器人，经中国香港中转运至日本名古屋。出口报关单“较终目的国（地区）”应为日本，“运抵国（地区）”应为中国香港。因为境外签约人中国香港某公司所在地是中转地中国香港等

一：二手工业机器人进口有两种方案：

1）一般贸易缴税进口，一般是增值税+关税+清关费（这种方式进口手续繁杂。但货物流通安全，如果是一般纳税人，增值税可抵扣）；

二：二手工业机器人进口清关需要明确的货物相关信息：

品名、铭牌、型号规格、产地、品牌、彩色图片（**照片，整体机照片）、起运国家及港口、单件货物的重量、体积、尺寸、申报货值、原价资料（发P）、申报年份、功能用途、主要结构和功能、工作原理、主要技术指标、生产年份、新旧程度、机器人保养记录（如已**过8年）、有无木制包装（如有需提供熏蒸证明）、发货人营业执照（附翻译件）或商业登记文件、发货人以及联系方式、贸易合同复印件

三：进口二手旧工业机器人清关海关审价如何定位：

1.进口货物以海关审定的成交价格为基础的到岸价格作为完税价格。其成交价格经海关审查未能确定的，应以该货物的同一出口国或地区购进的相同或者类似货物的成交价格为基础；再未能确定的，应以相同或类似进口货物在国内市场的批发价格，减去进口关税、进口环节其他税收以及进口后的运输、仓储、营业费用及利润作为完税价格。

3.海关对进出口人所申报价格的真实性、完整性有怀疑，需要进出口人进一步解释说明的，海关会制发“价格质疑通知书”并送达进出口人，通知其就存在的疑点进行解释。进出口人应当提供“价格质疑通知书”所要求补充提供的资料，如实填写“价格补充申报单”，配合海关验估人员确定应税货物实际状态和完税价格的工作。如果进出口人的解释说明仍不能解除海关的疑虑，或者在期限内不向海关提供所要求的单证资料，海关会制发“价格磋商通知书”并送达进出口人，要求其与海关就应税货物的完税价格确定进行磋商。磋商前应当准备充分的资料，如：商业往来函电、相同类似商品的价格信息、进出口货物的详细介绍、生产成本、买卖双方的背景资料、国内销售发P和帐册等。

4.如果对进口旧机器二手机器人等审核，进口时海关对价格的审核以你所申报的价格做底线,参考在同口岸3年内同类型或相似类机器人新机器进口价格60%以上来审核旧机器的价格, 虽然有新的文件规定以购买价格审核,但在实际进口时候海关一般都不认可的。
